ELIZABETHTOWN — A Texas consulting firm is studying this region to find out how a $5 million federal grant to bolster work force development should best be spent.

Hardin County leaders Wednesday discussed a wide range of issues — from ethnic diversity to nightlife — with Alex K. Cooke, a project director for TIP Strategies.
