Four hundred fifty-six million dollars makes a heckuva budget hole, one that looms larger daily.
In an effort to close the gap, Gov. Steve Beshear and his administration propose an across-the board 4 percent reduction in spending and increasing the tax on a pack of cigarettes 70 cents to $1.
Although cabinet secretaries have not indicated exactly how spending cuts would be implemented, most likely will involve cuts in services. After all, the same departments already have cut 3 percent of their budgets. The low-hanging fruit, so to speak, has been picked.
