Top layer should freeze first
I could not believe my eyes when I read that President Barack Obama calls for two-year freeze on federal pay. This would not apply to the military, which is good, but would affect all others on the executive branch payroll.
Who or what is he calling the executive branch payroll, because he says this does not, and I will say this again, does not apply to Congress or its staff, defense contractors, postal workers or federal judges and workers.
