ELIZABETHTOWN – Responding formally to a former Elizabethtown employee’s sexual harassment and discrimination suit against him and the city, former Public Works Superintendent Bill Owen denied all claims against him, aside from consensual sexual contact with a former subordinate.
Cynthia L. Rogers filed a federal claim in November against Owen, Elizabethtown Mayor David Willmoth and the city.
