As the sun rises at 7:47 a.m. , overnight temperatures have dropped to below freezing, the wind is howling and somewhere under a snowdrift in Punxsutawney, Pa., a groundhog named Phil is being dug out to predict if we will have an early spring or six more weeks of winter weather.
