BARDSTOWN — The mother of a hit-and-run victim is angered that no homicide-related charges have been filed against the driver of the vehicle which struck and killed her daughter March 1.
Carolyn Hicks, mother of Billy Jo Webb, 28, of Bloomfield, said “charges should be pressed against this woman” who police say was driving the car that struck her daughter.
