Kentucky’s judicial system underwent a dramatic — if not radical — reorganization 35 years ago following voter ratification of a constitutional amendment that professionalized the process.
Some of the revisions were seemingly basic, such as requiring all judges to hold law degrees and removing courtroom responsibilities from the administrative and executive duties vested in the then renamed county judge-executive.
