Saying the act of sending cellphone text messages is “such a dangerous situation” he couldn’t wait for lawmakers to take action, Gov. Steve Beshear announced recently that through the process of administrative regulation, the Kentucky Transportation Cabinet will begin assessing penalty points against drivers’ licenses for those cited for breaking the law.
