By JOHN FRIEDLEIN HARDIN COUNTY — The proposed county budget announced Tuesday again includes the green — $68,000 — for a green program. The money, most of which is contingent on a state grant, would add six drop-off trailers to the county’s recycling effort — a popular program that started last year with two sites. The state, if it approves the funds, will pay 75 percent of the total — or roughly $51,000 — and the county will pay about $17,000. The county was turned down for a similar Department of Waste Management grant last year.
