Finally, Kentucky has a law to deal with distracted driving. In adopting House Bill 415, the state joins 19 others and the District of Columbia in prohibiting drivers from texting behind the wheel. The measure was signed into law April 12 and also bans “young drivers” from using cell phones while driving.
What exactly qualifies a driver to be considered young or inexperienced? The answer, under the new law, would be anyone using a cell phone for voice calls or texting while behind the wheel for the first six months after receiving a drivers’ permit.
